Presidente da República Cria grupo de Trabalho Para Rever Sistema Judicial do País

PRESIDENTE JOSÉ EDUARDO DOS SANTOS ORIENTA REVISÃO NO SECTOR DA JUSTIÇA E REFORMAS NO SISTEMA JUDICIAL DO PAÍS

O Presidente da República,José Eduardo dos Santos,criou hoje,por despacho,um grupo de trabalho que funcionará,no âmbito do Ministério da Justiça e,que se destina a apresentar propostas legislativas de revisão no Sector da Justiça,do Direito e de Reforma do Sistema Judicial.
Entre as suas tarefas destacam-se a revisão da Lei do Sistema Unificado de Justiça,da Lei Orgânica do Estatuto dos Magistrados Judiciais,bem como a elaboração da Lei Orgânica do Estatuto dos Magistrados do Ministério Público e,a revisão da Lei Orgânica da Procuradoria Geral da República.
O grupo de trabalho,segundo o despacho,procederá ainda a revisão da legislação processual laboral e dos códigos de registo do notariado.
O mesmo é coordenado pelo Ministro da Justiça,Manuel Miguel da Costa Aragão,e integrado por Guilhermina Contreiras da Costa,Carlos Manuel dos Santos Teixeira,Rui Constantino da Cruz Ferreira,Raúl Carlos Araújo,Manuel Joaquim Gonçalves,Aniceto da Costa Aragão,Joaquina Ferreira do Nascimento,Agostinho António Santos,Adão Francisco Correia de Almeida,André da Silva Neto,Manuel Francisco de Assis, João Vemba Coca e Teresa Manuela.
O despacho presidencial refere que o coordenador do grupo de trabalho,poderá convidar outros especialistas a participar nos seus trabalhos.Dentro de três meses,a equipa deverá apresentar um relatório de progresso,contendo as opções fundamentais,que considere desejáveis em cada um dos domínios do seu objecto de trabalho.
Já num prazo de 15 dias,o coordenador do grupo deverá apresentar um orçamento provisional para o apoio administrativo,logístico e outros encargos.O Ministério da Justiça,determina o Presidente da República, suportará o apoio financeiro e administrativo decorrente do funcionamento deste grupo.
Entretanto,o despacho que determina a criação do grupo de trabalho, levou em conta que a consolidação de um Estado Democrático e de Direito,pressupõe a existência de um modelo de organização e funcionamento do poder judicial capaz de,em bases sólidas,torná-lo garante da realização e da promoção dos valores da ordem jurídica.
O documento finaliza,observando que o actual sistema judicial enfrenta debilidades,que urge superar,de modo a adequá-lo à edificação do Estado de Direito em Angola.

President Dos Santos Creates Task Team On Judicial Reform

ANGOLA'S PREDIDENT JOSE EDUARDO DOS SANTOS HAS CREATED A TASK TEAM TO PRESENTING THE LEGISLATIVE REVISION PROPOSALS ON THE REFORM OF THE JUDICIAL SECTOR

Angola`s President Jose Eduardo dos Santos has created,through a dispatch,a working group that will work in the ambit of the Justice Ministry,tasked with presenting the legislative revision proposals on the reform of the judicial sector.
Among the tasks are highlighted the review of the Bill of Unified Justice System,the Organic Statute Bill of the Prosecuting Counsel`s Magistrates and the revision of the Organic Bill of the General Attorney-ship of the Republic.
The task team,according to the dispatch,will also review the labouring processual legislation and the codes of the notary registration.
The group is co-ordinated by Justice Minister,Manuel Miguel da Costa Aragao,and integrated by Guilhermina Contreiras das Costa,Carlos Manuel dos Santos Teixeira,Rui Constantino da Cruz Ferreira,Raul Carlos Araujo,Manuel Joaquim Gonçalves,Aniceto da Costa Aragao, Joaquina Ferreira do Nascimento,Agostinho Antonio Santos,Adao Francisco Correia de Almeida,Andre da Silva Neto,Manuel Francisco de Assis,Joao Vemba Coca and Teresa Manuela.
The presidential dispatch refers that the team`s co-ordinator may invite other experts to participate at its works.Within three months, the group will present a report of progress containing the fundamental options,regarded as ambitious in every dominion of its working object.
Within 15 days,the leader of the team should present a provisional budget for the administrative and logistical support,and other duties.The Justice Ministry will bear the administrative and financial support to maintain the team functional.


Japão com Representação Diplomatica em Luanda

ABERTA NO PAÍS REPRESENTAÇÃO DIPLOMÁTICA DO JAPÃO

O Governo do Japão conta desde o passado dia 01 de Janeiro,com uma representação diplomática no país,aberta no âmbito das relações de cooperação entre os dois países,indica uma nota oficial que a Angop teve,hoje,acesso,em Luanda.
"A abertura da Embaixada do Japão é um dos frutos mais visíveis das longas relações amigáveis entre o Japão e Angola,e abre uma nova era na história de relações bilaterais",refere a fonte proveniente daquela representação diplomática.
A referida Embaixada poderá ser um centro de intercâmbios entre os japoneses e angolanos,não só na área política e económica,mas também cultural e turística.
Localizada na rua engenheiro Armindo de Andrade,número 183/185, Bairro Miramar,em Luanda,a Embaixada do Japão está a ser dirigida pelo seu encarregado de negócios,Hiroaki Sano.

Japan Inaugurates Diplomatic Mission In Luanda

THE JAPANESE GOVERNMENT HAS OPENED A DIPLOMATIC OFFICE IN LUANDA

The Japanese Government has since January 01 2005 opened a diplomatic office in Luanda in the ambit of the cooperation relations between the two countries,says a press note made available to Angop on Monday.
"The inauguration of Japan`s embassy is a one of the major visible fruits of the long lasting friendship ties between Japan and Angola and opens a new era in the history of the bilateral relations",the nore reads.
The embassy may be the centre of interchange between the Japanese and the Angolans,not only in the political and economic areas,but also in the touristic and cultural fields.
The embassy is in charge of its Charge d`Affaires,Hiroaki Sano.


Nova Remodelação Governamental

PRESIDENTE DA REPÚBLICA PROCEDE A NOVA REMODELAÇÃO GOVERNAMENTAL

O Presidente da República,José Eduardo dos Santos,exarou hoje,em Luanda,um despacho no qual exonera o Ministro da Comunicação Social, Pedro Hendrik Vaal Neto,nomeando para o seu lugar MANUEL ANTÓNIO RABELAIS,até então director-geral da Rádio Nacional de Angola.
No mesmo despacho,Eduardo dos Santos exonera igualmente Manuel Augusto do cargo de Vice-ministro da Comunicação Social,Job Castelo Capapinha,de Vice-ministro da Juventude e Desportos,Sebastião José António Martins,de Vice-ministro do Interior,e Américo Maria de Morais Garcia,Assessor do Presidente da República para os Assuntos Regionais e Locais.

O Presidente José Eduardo dos Santos procedeu igualmente à extinção da Comissão Administrativa de Gestão do Governo da Província de Luanda,por estarem ultrapassadas as razões que determinaram a sua existência.

Por outro lado,exarou um conjunto de decretos a nomear AMÉRICO MARIA DE MORAIS GARCIA,para o cargo de Chefe da Casa Civil do Presidente da República,JOB CASTELO CAPAPINHA, para o cargo de Governador da Província de Luanda,IRENE ALEXANDRA DA SILVA NETO,para o cargo de Vice-Ministra das Relações Exteriores para a Cooperação.
Foram igualmente nomeados ÂNGELO DE BARROS VEIGA TAVARES,para o cargo de Vice-Ministro do Interior,MANUEL MIGUEL DE CARVALHO"Wadijimbi", até à data Director-Geral da Agência Angola Press,para o cargo de Vice-Ministro da Comunicação Social,ADÃO GASPAR FERREIRA DO NASCIMENTO,para o cargo de Vice-Ministro da Educação para o Ensino Superior.

O Presidente da República nomeou ainda GONÇALVES MANUEL MUANDUMBA, para o cargo de Vice-Ministro da Juventude e Desportos para a Área da Juventude,e Francisca do Espírito Santo,para o cargo de Vice-Governadora da Província de Luanda.

Dos Santos Proceeds Government Reshuffling

ANGOLA'S PRESIDENT PROCEEDS GOVERNMENT RESHUFFLING

Angola`s President Jose Eduardo dos Santos,drew up today,here,a dispatch in which he discharges the Minister of Mass Media,Pedro Hendrik Vaal Neto,appointing for his place the general-director of State-run Angola`s National Radio,MANUEL ANTÓNIO RABELAIS.

In the same despatch,Eduardo dos Santos discharges also the Vice Minister of Mass Media,Manuel Augusto,the deputy Minister of Youth and Sports,JOB CASTELO CAPAPINHA,Vice Minister of Home Affairs, Sebastião Jose Antonio Martins,and the President`s adviser for Regional and Local Affairs,Americo Maria de Morais Garcia.

The Statesman proceeded also the extinction of Luanda Managing Commission for having exceeded the reasons that determined its existence.

On the other hand,the Angolan President also appointed AMÉRICO MARIA DE MORAIS GARCIA,for the post of Head of the Civil House of the President of the Republic,Job Castelo Capapinha,as the governor of Luanda,IRENA ALEXANDRA DA SILVA NETO,named deputy Minister of Foreign Affairs for Co-operation.

Mr Dos Santos named also ÂNGELO DE BARROS VEIGA TAVARES,for the post of Vice-Minister of Home Affairs,MANUEL MIGUEL DE CARVALHO"Wadijimbi",as deputy Minister of Mass Media,ADÃO GASPAR FERREIRA DO NASCIMENTO,for Vice-Minister of Education for Higher Teaching.

The President of the Republic appointed also GONÇALVES MANUEL MUANDUMBA,for the post of Vice-Minister of Youth and Sports,and FRANCISCA DO ESPÍRITO SANTO,as Vice-Governor of Luanda Province.
